Apr. 1st, 2005 12:30 pmSome of y'all know I'm working on a project that will allow our institutional computer services to comply with State Department ITAR requirements. Its painful and on some levels stupid, but the worst was today's email from a higher up in the Office of International Affairs:

Subject: HOMELAND SECURITY REVISES U.S. PERSON STATUS
To: a11.personnel@list.jpl.nasa.gov
The Office of Homeland Security has redefined its definition of a U.S. Person in light of new and compelling research data. This change will affect previously-designated U.S. Persons affiliated with groups that currently and/or historically have been found sympathetic to the causes of Foreign Nationals.
Effective immediately, Foreign National status will apply to these identified "sympathizer" subgroups, such as persons whose spouses or domestic partners are Foreign Nationals, persons fluent in a language other than English, persons involved in charity work, and members of the Democratic party. Even if you do not fall into one of the specified subgroups, but are rated by your supervisor as "easily persuaded" or "easy-going," you could be reclassed into Foreign National status.
Reclass information to all affected employees is being processed and will be distributed shortly.
