It's not a dragon. It's the cover of a Steve Brust novel (Phoenix (http://www.math.ttu.edu/~kesinger/brust/phoenix.jpg)) and is essentialy a telepathic carion eating winged lizard. For some reason, this one is on fire. Probably having to do with the book's title.
